This Blackwatch officer was one of two commanders that James Heller needed to find to gather information about Blackwatch and Gentek. By using his Hunting ability, James was able to track him down and consume him. He saw memories of Clint Riley talking about Douglas Rooks with another Blackwatch soldier.
